Enterprise for Pro-Poor Growth Intervention Reports, ILO, Sri Lanka, 2007-8

    Enterprise for Pro-poor Growth, or Enter-Growth for short, is a project of the International Labour Organisation (ILO), the Swedish International Development Agency (Sida), and the Ministry of Enterprise Development and Investment Promotion. Its goal is to contribute to pro-poor economic growth and quality employment for women and men, through an integrated programme for development of micro and small enterprises that targets two provinces with a high incidence of poverty (North-West and North-Central); that addresses issues at the national level that will enhance impact in the provinces; and that transfers lessons learnt to the national policy level as well as other parts of the country.

    This entry includes a series of assessments and impact studies from the project, outlining what actually happened and first signs of impact.

    - Intervention Report - Anthurium Value Chain
    The anthurium sector in the Kurunegala district has been selected by the district MSE forum for a Value Chain Development (VCD) exercise, which took place in December 2005.This intervention report on the still ongoing work to upgrade the anthurium value chain in the North Western Province presents the results of research done by an independent consultant between May and August 2007. The research comprised interviews with service provides, Enter-Growth staff, and enterprises in the value chain, including 51 growers.

    - Intervention report - Dairy value chain in NWP
    Upon request from the MSE Forum in Kurunegala, Enter-Growth decided to intervene in the dairy sector, conducting a Local-VCD (Value Chain Development) exercise that focused on the dairy industry in Kurunegala District. The Local-VCD on dairy included a series of workshops and fieldwork with the purpose of
    assessing the dairy industry, including interviews with relevant individuals and organisations.

    - Intervention report Hinguraggoda LOCA
    The objective of the Enter-Growth intervention based on the LOCA approach was to
    identify solutions to local economic development in the Hingurakgoda Division that are easy to implement with local resources and that show first signs of impact within a short period of time. This LOCA in the Hingurakgoda Division has been the first such exercise in the Polonnaruwa District, and has therefore been an important learning experience.

    - Intervention Report Kalpitiya Vegetable VCD
    This report takes an in-depth look at the Kalpitiya vegetable VCD exercise, located in the Puttalam district, which was the second intervention conducted since the inception of the Enter-Growth project in 2006.

    Summary of results
    - Intervention report Micro and Small Enterprise Forums
    The Enter-Growth plan was to establish multi-stakeholder MSE forums in each of the four targeted districts. The role of these forums is to facilitate the generation of solutions and to lobby with the national government and other relevant parties for improvements in the MSE sector.

    - Intervention report Nachchaduwa LOCA
    One of the key tools utilized by the ILO Enter-Growth project to stimulate local economic development is the LOCA exercise. LOCA stands for Local Competitive Advantage; a method to assess opportunities and constraints for small enterprise development in a local economy. LOCA can be applied to a geographical area such as a district or in a smaller part of a district, a division. In May 2007 a Divisional LOCA was conducted in the Nachchaduwa Division of Anuradhapura District with the following objectives:
    1. Find the competitive business sectors in the division
    2. Formulate marketable proposals to strengthen them
    3. Find actors who can take the ownership of the proposals.

    - Intervention Report on Know About Business Srilanka
    Know About Business (KAB) is one of the components of ILO's Enter-Growth project. Within the Enter-Growth's three entry points, the KAB project addresses the second: strengthening enterprise culture. The component is national in scope. Although there has been a focus on the four project districts in terms of training of trainers, the ultimate aim is to have KAB implemented nationally, in partnership with the Start and Improve Your Business (SIYB) Association.

    - Intervention Report Polonnaruwa Ornamental Fish VCD
    In 2006, the Ornamental Fish Chain was selected for the development exercise primarily because of the combination of a large number of existing growers (around 500 farmers) together with a conducive environment for fish farming. First signs of an effect of the value chain proposals to boost the ornamental fish sector in Polonnaruwa are seen in the several effects of the proposals, with the improvement of the quality of the fish, the increased number of growers in the sector and better networking and exchange opportunities among the actors in the chain as the most salient.

    - Intervention Report Thambuttegama Traders' Association
    The Thambuttegama Traders' Association (TTA) is an SBA in Thambuttegama Division in Anuradhapura District and is a member of the Anuradhapura District MSE Forum. TTA has brought a number of issues to the District MSE Forum where the issues have been discussed among stakeholders and decisions on actions taken. Overall, the important achievement is that public-private dialogue has become a reality through the MSE Forum, and that it is a mechanism for addressing MSEs' regulatory issues.

    - Intervention Report TOT Garment
    MSEs can be upgraded such that they can produce better and more garments by introducing them to more methodical and professional ways of designing and sewing, eventually generating higher profits and more jobs within these businesses. To reach out to large numbers of MSEs, the project focused on upgrading the skills of private sector trainers of garment producers in each district. These trainers would pass on their new skills to the MSEs, who would so improve their design and manufacturing practices as well as the sewing machine maintenance procedures, which were the three main needs that had been identified.
