Market development or distortion? Kenya voucher program evaluations, 2003-2005 (English/French)

    The presentation addresses the internal contradiction between developmental and distortionary effects in using vouchers, in light of the BDS Guiding Principles to (i) be demand-driven and (ii) not distort prices. It considers whether the voucher program in Kenya has developed the training market, and how future voucher schemes might be designed, in order to maximise the market development impact.

    The recent OED evaluation looks ex post at the performance of the voucher scheme.
